Making Sense of the F323 Regulation

F323 is the federal tag that is often cited at actual harm or immediate jeopardy. Have you received any citations at actual harm under this tag in recent years? If so, when was the last time you reviewed the language in the regulation?

I know it's probably a great cure for insomnia, but the regulation is pretty clearly written. And although there is some room for interpretation, it's a great guide to help improve your accident prevention program. Think about it: how can you meet the challenge if you don’t know what the rules are?

What is your reaction when you hear someone say any of the following:

  • “That's the way we have always done it.”
  • “I didn’t want to propose a change because I thought you would (fill in the blank).”
  • “What a piece of junk. I’m sure glad I didn’t write that.”

When team members lack imagination, it just means you don’t have a great team. But when you have a good team and team members don't feel safe, they won’t take chances. They also aren’t as valuable as they could be if they felt freed up to make a few mistakes.
